Hmm, those are the most basic of rules for it, the add ons of 30min grace period, and the fact that once you announce it procs that grace period for others make it a bit more orderly, although one doesn't "lose" when another loses they have it refreshed in their mind about the game and therefore don't have a point added to losses but are just further from "winning"

Actually the third rule of the game is that you have to announce that you lost the game :P

And grace period rules are the lose. You're only losing the game until you stop thinking about it. Also I am making it my goal in life to make as many people as possible lose the game. :P
