Ok so I'm a little confused by the "new" tags on forums....I logged in, clicked the Forums link and looked at the list of forums. There was a "1 New" link next to General so I clicked it. And then once General had loaded there were like 20 new posts. Is the "1 New" only indicating a new thread?

Yeah, you should be seeing a "Quote" link at the bottom of every topic and comment now. Handy!
There is a ASCII->image smilies converter, but I don't like those, as you sometimes get unintentional smilies.
